Things to fix #1

Just published my game to the Ludum Dare site and at last had a chance to try a long gameplay. I already found many bugs but the ones that concern me right are these:

• Power plants don't currently need to be connected to the grid to add their power output to the total.
• Power outages are too punishing, there should be a longer time to recover from them before losing the game. I'm thinking at least 3 months.
